Le réseau des agences bancaires régionales en difficulté

  Selon le résultat de notre propre enquête sur l’économie régionale du Japon, 60 % des 104 banques régionales interrogées ont reconnu avoir des difficultés à maintenir leur réseau d’agences.

 Un taux d’intérêt bas et un manque de clients

Les banques en difficulté ont toutes répondu avoir procédé à enregistrer (63% )   ou sur le point de le faire (10% ), les terrains et les immeubles  qu’elles possèdent en actifs dépréciés au niveau comptable.  Ces biens immobiliers autrefois acquis pour y loger les agences bancaires ont perdu leur valeur du fait de leur faible rentabilité. Les banques sont conscientes qu’elles ne pourront plus recouvrir le montant investi à leurs achats.

L’environnement qui entoure les banques régionales est d’année en année défavorable pour leurs activités en raison d’un taux d’intérêt bas dont on ne voit pas la fin et la dépopulation. En somme selon notre enquête pour plus de 70 % des banques régionales l’activité d’agence telle qu’elle est aujourd’hui, présente un risque. Certaines d’entre elles sont déjà déficitaires.

C’est le cas notamment  pour la banque Fukushima (The Fukusima Bank, Ltd.) tombée dans le rouge à la clôture du bilan en mars 2018, du jamais vu depuis sept ans. On peut aussi citer le cas de la banque de Shimane (The Shimane Bank, Ltd.) en difficulté.

Leurs services bancaires en lignes sont aussi responsables de la baisse de fréquentation des agences physiques qui font perdre la valeur de celles-ci.

Perspective sur les cinq prochaines années

Parmi les scénarios du futur le plus probables, la restructuration vient en tête avec 38% des banques qui souhaitent réduire le nombre total des agences dans les cinq prochaines années, soit 6 point de plus que lors de la précédente enquête ayant eu lieu six mois plus tôt. Celles qui souhaitent maintenir le même nombre d’agences s’élèvent à 38% (+3 points), contre seule 1% qui pense le contraire (-2%). Les banques qui pensent fermer certaines agences ou réduire leurs activités dans des zones peu peuplées ou non stratégiques, s’élèvent à 18%  et celles qui pensent pouvoir élargir leurs activités en partenariat avec d’autres établissement s’élèvent à 2%.

Parmi les solutions envisagées pour réduire le coût du fonctionnement,  la méthode de regroupement d’agences qui consiste à réunir plusieurs agences disséminées en un seul endroit, reste la plus sollicitée avec  60% des banques qui l’envisagent suivie de la réduction des horaires d’ouverture (24%) et la mise en circulation des « agences itinérantes » (14%)  pour les zones les plus reculées.  Une banque de la région de Chubu pense même que certaines agences devraient à l’avenir remettre en question leurs offres de services complets et de se spécialiser sur quelques services spécifiques.
