Le coût prévisionnel des Jeux olympique de Tokyo 2020 a été rendu publique le 18 décembre. La préparation et l’organisation des Jeux Olympiques coûteront au total 25 milliards EUR (3000 milliards JPY).

 La part supportée par la ville de Tokyo et le comité japonais d’organisation des JO (TOCOG) s’élève à 11.25 milliards EUR (1350 milliards JPY).

L’autorité de vérification des comptes publiques (l’équivalent de la Cour des Comptes), quant à elle, a pointé du doigt les dépenses mal maîtrisées du gouvernement dans un rapport remis début décembre à la Diète. Tous les coûts directs et indirects payés et comptabilisés par le gouvernement japonais se sont élevés à 8.83 milliards EUR (1060 milliards JPY) entre 2012 et 2018.

Les frais supportés par la ville de Tokyo et le comité organisateur (TOCOG)  

La répartition des dépenses reflète l’implication des institutions et leur rôle dans différents domaines :

(1 EUR = 120 JPY)

La construction des installations aura coûté pas moins de 6.858 milliards EUR supportée à hauteur de 60 % par la ville hôte de Tokyo, le reste par le TOCOG et le gouvernement japonais.  En revanche le comité d’organisation TOCOG, (institution mixte public-privé) paiera près de 80% des dépenses destinées aux services de transport qui s’élèvent à 4.225 milliards EUR.   Une répartition des contributions arrachée au profit de la ville de Tokyo après un long bras de fer avec le TOCOG.  En effet, le CIO a décidé en novembre dernier de déplacer certaines épreuves comme le marathon ou la course à pieds sur l’île septentrionale de Hokkaido en prévision des risques de canicules qui frappent régulièrement la capitale nippone en été. Déçue, la ville de Tokyo aura quand même réussi à faire payer près de 25 millions EUR à TOCOG   et espère convaincre le CIO de mettre davantage la main à la poche avant l’ouverture des jeux.  

Les recettes perçues par le comité organisateur (TOCOG), s’élèveront à 5.25 milliards EUR (630 milliards JPY ) dont 2.9 milliards EUR (348 milliards JPY)  de recettes publicitaires et 750 millions EUR (90 milliards JPY) de billetterie. Ainsi, la différence entre les recettes (5.25 milliards EUR) et les dépenses (5.025 milliards EUR) reste positive et la rentabilité commerciale prouvée selon l’estimation.

La ville de Tokyo espère une retombée économique de près de 166 milliards EUR (20 milliards JPY) et 1.3 millions de création d’emplois.

Les dépenses du gouvernement

L’autorité de vérification des comptes publics a mis à jour les dépenses indirectes et directes du gouvernement japonais qui se sont élevées à 8.83 milliards EUR (1060 milliards JPY) entre 2012 et 2018, en hausse de près de   2.08 milliards EUR (250 milliards JPY) comparé au dernier décompte ayant eu lieu un an plus tôt, selon un rapport remis à la Diète.  

Selon celui-ci, les frais engagés pour la préparation et la gestion des Jeux olympiques ont été comptabilisés à hauteur de 6.5 milliards EUR (790 milliards JPY) , une somme qui n’a cessé d’augmenter en raison notamment de mise en place de dispositifs de sécurité antiterroriste et  contre d’ éventuelles attaques cybernétiques.

  Le gouvernement a également consacré 2.245 milliards EUR (269.5 milliards JPY) à titre d’héritage immatériel des Jeux olympiques: la promotion du tourisme régionale, la culture et la cuisine japonaise , la culture populaire nippone (Cool Japan) , à destination des jeunes.

Néanmoins, l’autorité de vérification des comptes publics a aussi relevé plusieurs dépenses non répertoriées et certaines activités de promotions touristiques des villes hôtes des épreuves ou des événements de rencontre avec les sportifs qui n’ont jamais eu lieu. De plus, elle a pointé du doigt le manque de transparence sur l’exploitation commerciale du stade olympique après les jeux. Le manque de visibilité sur la rentabilité future de l’installation fait peser sur l’Etat un risque de dépenses supplémentaires.
