En raison de la pénurie de main d’œuvre et de la hausse des salaires, le business model des konbinis (convinience store, supérettes de proximité) commence à montrer ses limites. Récemment le patron d’un magasin magasin franchisé de la chaîne Seven Eleven d’Osaka a décidé, sans avertir la maison mère, de fermer la boutique la nuit faute de personnel. La direction de la chaîne quant à elle, reproche à ce patron d’avoir violé les termes du contrat de franchise qui exige une ouverture 24h/24h.
La rentabilité remise en question
Le business model des konbinis (les enseignes les plus connues sont Seven Eleven, Lawson, Family Mart, Mini Stop) était rentable grâce aux confortables royalties payés par les franchisés, à l’efficacité de la chaîne d’approvisionnement et à l’ouverture de nuit 365 jours par an.
En règle générale, la direction impose aux franchisés de lui verser 60 % des bénéfices bruts en guise de royalties, c’est-à-dire le chiffre d’affaires moins l’achat des marchandises, hors salaires et frais généraux. Ce sont en revanche les patrons des boutiques franchisées qui doivent prendre en charge les salaires de ses employés (y compris le sien) ainsi que les frais généraux avec les 40% restant.
L’avantage pour la direction est que les royalties versés augmentent mécaniquement à mesure que le chiffre d’affaires des magasins augmentent . De plus elle reste aussi à l’abri de la hausse des salaires puisque ce n’est pas elle qui paye les employés des magasins. Il s’agit d’un système inégalitaire que l’on ne trouve nulle part dans les secteurs similaires car dans les chaînes de restauration ou de centres commerciaux, c’est la direction qui paye et fournit la main d’œuvre à chaque point de vente. En somme dans le système de franchise des konbini , la direction de la chaîne a recourt à du « outsourcing » total pour la gestion du personnel.
La grogne des gérants franchisés
Du côté des patrons des magasins franchisés la grogne commence à monter. En effet, si le chiffre d’affaire n’augmente pas mais que le salaire augmente, ils sont contraints de baisser leur propre part de rémunération pour payer leurs employés. C’est la raison pour laquelle de nombreuses demandes de réduction des horaires d’ouverture avaient été adressées à la direction ces derniers jours. Un patron franchisé de Kyoto se plaint de devoir « travailler chaque semaine au moins trois nuits d’affilées, faute de trouver un employé même à mi-temps pour l’ouverture de nuit ». Il doit en plus, lui-même organiser le recrutement alors que ses moyens sont limités.
Face à la pression salariale, les patrons des magasins constatent que leur affaire est menacée. Cependant, ils font face à un mur de la direction de la chaîne, consciente que la réduction des horaires d’ouverture baissera le montant des royalties versés par les franchisés. La direction persiste à rappeler que le contrat de franchise n’autorise pas les gérants des magasins franchisés de fixer librement les horaires d’ouverture.
Le 3 mars lors d’une conférence de presse, M. Eiji YOSHIMURA représentant syndical des gérants de magasin de la chaîne Seven Eleven, a exprimé la souffrance de ces confrères en soulignant que « le chiffre d’affaires journalier stagne depuis dix ans alors que le salaire horaire a augmenté de 20 à 30 % ». Le mécontentement des gérants qui souffrent de la dégradation des conditions de travail s’est accumulé au fil des années.
Timide concession de la direction
La direction de la chaîne Seven Eleven ne peut rester les bras croisés. La semaine dernière elle annonça qu’elle allait expérimenter la réduction des horaires d’ouverture dans dix magasins qu’elle exploite directement. Le 5 mars, elle décida d’y inclure une partie de ses 20 000 magasins franchisés de l’archipel (soit 98% de l’ensemble des magasins de la chaîne) dans cette expérimentation inédite. En apparence la direction explique sa timide concession par la nécessité d’évaluer au cas par cas les particularités géographiques du lieu d’implantation des magasins, mais en réalité elle sait qu’elle ne pourra pas ignorer longtemps le mécontentement des franchisés.
Il s’agit pourtant d’un deuxième geste de la chaîne en faveur des gérants depuis la baisse de 1% des royalties décidée en septembre 2017. La chaîne enregistra en conséquence une baisse de ses résultats d’exploitation qui ont été de 185 milliards 400 millions JPY (env 1milliard 449 millions EUR) pour la période de mars à novembre 2018 , soit une baisse de 1.1% par rapport à l’année précédente. Or selon un gérant franchisé de la préfecture de Saitama « ce n’est assez car le salaire augmente plus vite. Il faudrait que la direction de la chaîne baisse tous les ans ses royalties de 1% pour que nous puissions garder la tête hors de l’eau».
Répercussions sur toute la filière
La raison pour laquelle Seven Eleven est réticente pour abandonner l’ouverture 24h/24h de ses magasins, est que son business model dépend lui-même des fournisseurs qui travaillent de nuit. Ainsi les bentos et les petits plats préparés sont vendus frais dès le matin grâce aux usines de fournisseurs qui produisent la nuit et les livrent aussitôt après la fabrication. Il y a aussi la demande des clients qui considèrent que les konbinis font désormais partie de l’infrastructure nécessaire à la vie de tous les jours. Remettre en question leur ouverture de nuit sans penser à mettre en place un nouveau business model global qui inclut les autres acteurs de la filière provoquera aussitôt « la faillite de la chaîne » affirme un dirigeant de Seven Eleven.
Abandonner l’ouverture de nuit représente aussi un risque supplémentaire pour les gérants. En effet, l’ouverture de nuit permet non seulement d’approvisionner les magasins de façon constante mais aussi de faire l’inventaire, mettre à jour les dispositions des produits dans les rayons de façon à ce que dès le matin à la première heure, les ventes puissent décoller.
La chaîne Seven Eleven a su depuis sa création, bâtir une stratégie de développement qui lui assure aujourd’hui un confortable taux de marge brut de 30% sur son chiffre d’affaire. Ce modèle est dans un tournant car tout le secteur est touché par le manque de main d’œuvre et le vieillissement rapide de la population. Seven Eleven doit faire un choix crucial entre garder son modèle ou se réinventer.
